The flag is first attested from the 1840s, and can be found depicted in a bookplate from the 1890s alongside the latin name of Nova Foresta, and an anonymous tourist guide book from the 1920s, where it is illustrated alongside the description "the old Foresters flag, in green and gold". It was incorporated into the New Forest Rural District Coat of Arms in 1955, and the New Forest District Council Coat of Arms in 1976.

It depicts a monarch stag (16 pointed), above which hangs the ancient Rufus Stirrup symbol of the Verderers Court, and a huntsman's arrow, reflecting the New Forest's origin as a royal hunting ground and the death of William Rufus there in 1100. The colours, forest green and gold, echo the distinctive gorse of the local landscape.
